"I wish, obviously, that there is the least amount of incarceration possible for minors whenever possible, it goes without saying", he said, arguing in general for a decrease in provisional detention, which must remain "exceptional". "I want to be reasonable and there are cases where, unfortunately, the prison is a necessary evil." But, he hammered, these young people must come out "less bad" of detention than when they entered it.
